Instructional Systems Designer

**Location: Norfolk, Virginia, United States** **Security Clearance: Active Secret Clearance Required** **Key Responsibilities** * Design and develop eLearning courses, digital training materials, and instructional content. * Create learning objectives, storyboards, assessments, course structures, and training resources. * Develop, publish, and maintain SCORM-compliant eLearning content. * Upload, manage, and maintain courses through LMS platforms such as Moodle. * Use authoring tools to create interactive learning modules and digital training experiences. * Collaborate with SMEs, government stakeholders, trainers, and technical teams. * Evaluate learner performance and incorporate feedback to improve training effectiveness. * Ensure learning content meets quality, accessibility, usability, and instructional standards. **Required Qualifications** * Bachelor’s degree in Instructional Design, Education, Training Development, or a related field. * **3+ years of eLearning or Instructional Design experience within the last 5 years.** * Hands-on experience with SCORM, LMS platforms, and eLearning authoring tools. * Experience with Articulate Storyline, Articulate Rise, Adobe Captivate, Lectora, or similar tools. * Strong knowledge of storyboarding, learning objectives, assessments, and course development. * Experience collaborating with SMEs and cross-functional stakeholders.
