## About Christian Aid
Christian Aid (CA) exists to create a world where everyone can live a full life, free from poverty.
Christian Aid is an international development agency founded by the Protestant Churches of Britain and Ireland.
It works to end poverty, injustice, inequality and violence, challenging the systems and structures that perpetuate poverty and marginalisation.
The organisation works with people of all faiths and none, in partnership across Africa, Asia, Latin America and the Middle East.
## Background of the Consultancy
The programme, titled **“Strengthening Civil Society Engagement and Participation in Zimbabwe,”** focuses on strengthening civil society, land governance, climate change, adaptation and resilience, gender equality and inclusion, peacebuilding and conflict prevention.
The programme is implemented across eight districts, including Matobo, Bubi, Buhera, Chipinge, Mutare, Mutasa, Goromonzi and Mutoko.
Each year, the programme identifies and documents several cases of change describing changes that have occurred and the programme’s contribution to them.
Christian Aid Zimbabwe is seeking an experienced consultant to develop three documented and evidenced cases of change.
## Scope of the Assignment
The consultancy will focus on three proposed cases of change.
### Case 1: Peace, Safety and Women’s Leadership
**Locations:** Mutare, Mutasa and Matobo
Rights Holders experience greater peace and safety in public and private spheres, enabled, in part, by women’s greater leadership roles.
### Case 2: Policy and Legislative Change
**Locations:** National level (Harare), Manicaland, Mashonaland East and Matabeleland North
National level Laws, Bills and strategies (in relation to a variety of topics) are advanced positively, influenced by Rights Holders and ICSP partners.
### Case 3: Climate-Resilient Agriculture
**Location:** Bubi District
Changes experienced by farmers due to application of climate resilient and climate adaptive practices.
The proposed cases may be adapted and refined based on the evidence gathered.
## Objectives of the Consultancy
The assignment seeks to develop three documented and evidenced cases of change by:
- Reviewing existing and gathering further evidence (primary and secondary) for all three cases.
- Analysing the situation before the change.
- Documenting the nature of the change.
- Examining the journey to achieving the change, including the role of the programme and other actors.
- Assessing how inclusive the change was, including gender and one other factor per case.
- Identifying lessons learnt and recommendations.
- Presenting draft cases to partner organisations and Christian Aid Zimbabwe for collaborative review.
- Documenting the three cases using the predefined template.
Each case is expected to be a maximum of 12 pages, plus a short annex outlining tools used, sampling and links to secondary evidence.
## Methodology and Deliverables
The consultant will be responsible for:
**Sampling and Evidence Collection**
Purposive sampling should balance rigour and feasibility, ensuring that a variety of voices are heard and the change journey is understood from multiple perspectives.
Women and other marginalised groups should be well represented in the sampling and final write-up.
**Inception Report**
A light inception report will be required to confirm sampling, review data collection tools and establish a shared understanding of the assignment.
**Analysis and Documentation**
The consultant will conduct the first level of analysis and sensemaking and document findings in the draft cases.
**Participatory Workshop**
The consultant will participate in and co-facilitate a workshop with Christian Aid and partner organisations to deepen conclusions, discuss ratings and identify lessons learnt and recommendations.
**Final Reports**
The consultant will submit three high-quality, Christian Aid-approved cases of change, supported by evidence.
**Important:** The Terms of Reference explicitly state that artificial intelligence should not be used to support any aspect of the consultancy work.
## Consultant Requirements
The consultant must be based in Zimbabwe and able to travel independently to the identified project locations.
Applicants should possess the following:
- Demonstrated experience and understanding in the areas of civil society, land governance, climate change, adaptation and resilience, gender equality and inclusion, peacebuilding and Conflict Prevention.
- Over 10 years’ experience and expertise in gathering and synthesising qualitative data, and synthesising it to draw conclusions.
- Demonstrated ability to facilitate qualitative evidence gathering and navigate sensitive and complex topics, safely and effectively.
